    KEY REQUIREMENTS

DUTIES:

Position may be filled at the GS-11 or GS-12 level.  If selected at the GS-11 level, the duties are developmental in nature, leading to the full performance level of GS-12.  The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level.  Note: Promotion is not automatic.
  • As a senior technical specialist, ensures overall management (integration) of technical items involving multi-phased engineering projects (including environmental compliance and engineering elements) from the feasibility phase to the design phase, and through construction.  
  • Coordinates and integrates work between cooperating project partners, various Federal, state and local agency representatives, private entities, the public landowners and stakeholders.
  • Develops, monitors and maintains project specific budgets and schedules for the planning, design and construction, and post-construction phases with input from project partners.
  • Leads and participates in technical team meetings. Arranges, prepares for and facilitates meetings.
  • Provides technical direction and coordinates with project partners to define work statements, cost estimates, schedules, etc.
  • Prepares and reviews technical data and work products prepared by the team and by others for technical adequacy and regulatory compliance.
  • Ensures compliance with project goals and objectives, and with policy directives and provisions of various environment laws, regulations, and policies.
  • Prepares for and makes presentations to a variety of technical and general audiences, and represents the project in public meetings. Develops or provides input in developing briefing/issue papers, technical reports, and correspondence.
  • Serves as a Contracting Officer’s Representative.

QUALIFICATIONS REQUIRED:

Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:

Engineering Discipline 0810: A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Bard for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (A) statics, dynamics; (b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. *OR* B. Combination of education and experience-demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.

Foreign Education: To receive credit for education completed outside the United States you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:

GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. in the field of civil engineering.

GS-12: One year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the Federal service.

Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-11: Planning and carrying out various portions of complex civil engineering projects under general guidance from a higher level engineer preparing, analyzing, and evaluating project plans, designs, specifications, cost estimates, engineering alternatives proposals, and related engineering documents.

GS-12: Civil engineering experience performing appraisal and feasibility designs, cost estimating, construction specifications for complex water resources projects; civil engineering experience managing water resources projects through planning, design, and construction ensuring project integration and technical adequacy of design and construction documents. This experience must have been gained in support of water resources facilities such as dams and their appurtenant structures or other significant water resources projects designed to stabilize, protect, restore and enhance estuarine or river environments. These examples are not all inclusive.

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred.  Non-submission may result in you being rated not qualified for the position.
You must meet all qualification requirements, including any time-in-grade restrictions and any selective factors by the closing date of this announcement.

Time-in-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

HOW YOU WILL BE EVALUATED:

2. Skill in project management to prepare work plans, coordinate and integrate work with others, and monitor and adjust schedules and budgets to meet changing priorities.
3. Ability to communicate orally and in writing to prepare technical reports, communicate project objectives, and develop positive working relationships with program leaders, co-workers, contractors, stakeholders, customers and other government entities
