This position is located in Wiesbaden, Germany. Wiesbaden is without a doubt one of the most attractive cities in Germany. The capital city of Hessen is sometimes referred to as "Nice of the North"and rightfully so considering the many mansions, the historic Kurhaus, the casino and the State Theater. Wiesbaden has been well known as a great spa city since ancient times. DUTIES:


Serve as a Program Manager, responsible for coordinating the activities of multiple Project Delivery Teams engaged the overall management, control, coordination, and execution of a specific major program of considerable scope and complexity as measured by value and duration of the program, geographical dispersion, management demands, technical, intricacies, and intergovernmental issues.   The incumbent will develop standard methods and procedures to be used throughout the organization in managing projects, funds, and customer expectations. You will also review the reasonableness of construction cost, conformance with criteria, and compliance with policies and procedures to help determine if action needs to be initiated to avoid anticipated or actual problems detrimental to the program.


QUALIFICATIONS REQUIRED:


Specialized experience: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).  Specialized experience is defined as:  Applying engineering concepts, principles, and processes of engineering disciplines to integrate multiple individual projects of various fund sizes.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
  • Program Management
  • Program Oversight
  • Program Management Advisor




Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).




Basic Engineering Requirements:
Degree: Professional Engineering. To be acceptable, the curriculum must:
(1) Be in a school of Engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum;
OR
(2) Include differential and integral calculus and course (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soils mechanics, or electronics.
OR
Combination of education and experience--college-level education, training, and / or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
