JOB SUMMARY:


The Tongass National Forest was established in 1902 and covers nearly 17 million acres in Southeast Alaska. It is the nation’s largest National Forest. The Tongass stretches nearly 500 miles from its boundary with the Wrangell-St. Elias National Park and Preserve in the north, to the Canadian boundary in the south. It is a forest of islands including the Alexander Archipelago, and the mainland. The unique forest landscapes of the Tongass vary dramatically in topographic relief and include a mosaic of forest, peat lands, steep rocky areas, glaciated mountains and other non-forested lands.
Alaska’s magnificent scenery, vast forests, and abundant natural resources match the size of the forest. The Tongass makes up ninety percent of Southeast Alaska and is a land of glaciers, mountains, waterways and thousands of islands separated by straits and channels. The islands and mainland create 11,000 miles of shoreline where regal mountains rise from the tidewater to overlook a mostly undeveloped and isolated landscape. The geography of the Alexander Archipelago presents a transportation challenge and most of the Tongass is isolated from the continental road system. You will find yourself boating or flying in a floatplane to most field locations. Visitors arrive by cruise ship, ferry or commercial airplane.


Up to two positions may be filled from this vacancy announcement. These positions serve as Roads or Facilities Program Manager and assistant to the Engineering Staff Officer.
 
The duty station for these positions will be Ketchikan or Petersburg, Alaska. Final determination of duty station will be made by the selecting official at the time of job offer.

OVERSEAS SERVICE AGREEMENT: Employees who transfer to the Alaska Region from continental United States (CONUS) are required to sign FS-R10-6500-0002, Initial Overseas Employment Agreement before the hiring process is complete. This form documents the employee’s agreement to serve 12 months in an overseas location in return for the Government’s agreement to pay all available transfer of station entitlements for the transfer to Alaska and at least a partially-funded return to the CONUS point of hire. Employees who transfer to another Government position will generally receive all available transfer of station entitlements.
 
RETURN RIGHTS TO CONUS: Until December 31, 2013, employees who report to a duty station in Alaska are eligible to have Region 10 partially fund their transfer from Alaska to another Forest Service (non-Research) position in the continental United States. The transfer-of-station costs the Alaska Region will pay for the employee and eligible family members are one-way transportation by Alaska Marine Highway System or commercial airline, transportation and storage of household goods, and movement of a privately-owned vehicle via Alaska Marine Highway System. For employees who transfer to another Forest Service position and the reporting date is after December 31, 2013, the gaining unit will pay the transfer-of-station costs. The entire cost of a transfer to a position in another Federal Agency will be paid for by the gaining Federal Agency, as indicated in the vacancy announcement. DUTIES:


This position is located in the Engineering Staff area in the Supervisor’s Office on the Tongass National Forest which is responsible for providing administrative, technical, and professional support service in Engineering. These positions serve as Roads and Facilities Program Managers for the Tongass National Forest.
 
Provides technical advice, development, and coordination for all aspects of project planning, implementation and maintenance for the forest. Coordinates engineering and other technical and administrative matters between field offices, higher organizational levels, external agencies, external cooperators and the public. Reviews design plans and layouts prior to start of construction. Advises and assists in the preparation and issuance of contracts, and initiates and coordinates measures to resolve major problems. Responsible for planning, development, implementation and tracking of the program budget and associated accomplishment reporting on the Forest.
 
Performs the full scope of supervisory responsibilities for engineering staff on the Forest. Provides training to engineers and engineering technicians.
 
Serves as a Contracting Officer's Representative (COR), guiding, administering and evaluating contractor efforts and assessing technical progress in relation to the established schedules and resources allotted. Plans for and provides authoritative technical advice and guidance to the contractor in performing the work required by the contract. Participates in scheduled design reviews and conferences to ensure construction methods, plans, and specifications are clearly defined and to provide guidance on the solution of potential problems that are known before or that arise during design reviews. Evaluates contractor efforts and assesses technical progress in relation to the established schedule and resources allotted. Attends final inspection and tests and recommends acceptance or rejection of completed construction or installation projects to the technical representative lead.
 
Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions that develop during the project. Provides for the resolution of technical problems and controversies in performing contractor/agency technical work interfaces. Recommends tests and/or initiates investigations when performance does not meet required specifications. Develops and administers task orders for Architecture and Engineering (A/E) contracts. Develops and administers cost share agreements and cooperative work agreements with external agencies and tribal organizations relative to roads or facilities infrastructure. Develops responses to external agency requests for road or facility infrastructure information.
Provides technical advice and training to subordinates.operations. Recommends types of repairs or alterations needed to address safety issues or problems. Performs or directs field safety surveys and investigations to determine existing safety conditions of roads infrastructure.

QUALIFICATIONS REQUIRED:


Applicants must meet the basic requirement plus additional experience listed below.
BASIC REQUIREMENT:
A professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. 
OR
• A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 
OR
• A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by evidence of having successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET). 
OR
• A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by evidence of having successfully passed the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 
OR
• A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. 
OR
• A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the basic requirements, the following additional education and/or experience are qualifying. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. 
GS-12: one year of specialized experience equivalent to at least the GS-11 level. Professional engineering experience is defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.
Specialized experience is defined as preparing original designs, or preliminary and final layouts, for facilities, roads, or equipment with difficult/unusual components, or characterized by a variety of conditions; monitoring work of contractors by reviewing progress charts, conducting field surveys, verifying fulfillment of obligations on moderate complexity projects, and providing technical assistance by independently determining approaches and solutions for solving conflicting issues/problems; developing programs for maintenance of facilities or roads varied in type and purpose, but had ample precedents for planning, design, and construction; or performing studies of considerable scope/complexity with elements from related disciplines, such as systems engineering mathematics, operations, research, and/or computer science.
