This position is in the Federal Highway Administration, Western Federal Lands Highway Division, Planning and Programming Branch.  The Federal Lands Highway Program works in cooperation with Federal Land management agencies, state and local governments, and tribes to plan, design, construct, and rehabilitate highways and bridges that provide access to, or are on federally owned lands. The Federal Lands Program Manager develops multi-year program of projects for one or more programs. You will do a variety of technical, administrative, and fiscal activities to program projects and manage funds.

The ideal candidate for this position will have: experience  programming highway projects; knowledge of funding allocations and fiscal accounting;  a road engineering background to develop and monitor a program of projects in cooperation with multiple partners; and excellent communication and collaboration skills.

DUTIES:

As a Civil Engineer (Federal Lands Program Manager), you will
  • Work closely with client and cooperative agencies and with the internal staff to understand, define, program, and fund projects. Partners include State Departments of Transportation and their regions, U.S. Forest Service, National Park Service, Fish and Wildlife Service, U.S. Army Corps of Engineers, Bureau of Land Management, Bureau of Reclamation, Counties, Highway Districts, Boroughs, and local governments.
  • Coordinate the development of annual and multi-year (5 year plan) program of projects.  Coordinate annual and other Program Meetings, document the meeting results, and develop the approved program in each state.
  • Coordinate programming actions with other agencies to provide funding for work.  As legislative or other changes occur, update agreements as needed. Prepare a wide variety of program documents and agreements that define agency and fiscal responsibilities.
  • Track and manage fund allocations for planning, preliminary engineering, right-of-way and utility activities, agreements, construction engineering, and contract construction activities.  Coordinate the transfer of funds to/from other agencies for project-related activities. 
  • Oversee and manage planning, engineering, and construction funding accounts to ensure that funds are spent according to applicable laws, policies, and regulations. Manage project and program accounts to ensure that sufficient program funds are available. Coordinate the transfer of funds to/from other agencies for project-related activities. Manage programs so that August redistribution and end of year roll up of funds is minimized.

QUALIFICATIONS REQUIRED:

To meet the minimum qualifications for this position, you must meet the mandtory education and specialized experience requirements.
LEVELTo qualify, you must have at least one year of specialized experience equal or equivalent to the GS-12 level, which includes the following:
GRADE 13
  • Experience establishing and maintaining working relationships with partners and project stakeholders in order to effectively lead the delivery of highway and bridge projects. Project stakeholders would include technical experts (FHWA, other government agencies, and private firms), FHWA partners, members of other state/local/city governmental agencies, regulatory agencies, and the public.
  • Experience managing the development of transportation improvement projects to meet partner and FHWA agency requirements. This includes the ability to analyze input and make decisions on engineering questions related to managing the project scope, schedule, and budget.

MANDATORY EDUCATION REQUIREMENTS:
All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
  • Successful completion of a professional engineering degree at an accredited university or college.  OR
  • Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration as an engineer.
    2. Evidence of Passing the Engineer-in-Training Written Test.
    3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
    4. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under
      professional engineering supervision and guidance.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
