This position is located with Naval Facilities Engineering Command, Far East (NAVFAC FE) in Yokosuka, Japan. As the Supervisory Interdisciplinary Engineer you will provide utilities and energy management program support to Navy Region Far East host and tenant Commands.

KEY REQUIREMENTS
DUTIES:
· Lead development of multi-year utility infrastructure investment plan focusing on major maintenance, repair, and construction projects.
· Develop goals and tolerances, and develop, set, and monitor metrics to measure productivity and efficiency.
· Perform general analyses of operations and processes and conduct special studies as assigned.
· Prepare justification to accompany the budget submittal and prepare any additional justifications or material required to substantiate program requests.

BASIC QUALIFICATION REQUIREMENTS
Successfully completed a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
ADDITIONAL REQUIREMENTS
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates budget formulation and tracking and collection and analyses of the Utilities and Energy Management (UEM) processes.
CERTIFICATION REQUIREMENTS
Selectee must be a current registered professional engineer in one of the 50 States or U.S. Territories. NOTE: You are encouraged to submit a copy of your license/certificate with your resume.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Facilities Engineering Career Field and be certified at Level II at the time of application. REQUIREMENTS:

Living Quarters Allowance (LQA): This is a reimbursement granted to an employee to help defray the annual cost of suitable, adequate living quarters for the employee and his/her family at a foreign post where government-leased or -owned housing is not provided. It is adjusted every pay period for changes in monetary exchange rates. LQA eligibility is categorized by "quarters groups" based on the employee's grade level or rank and his/her family size. LQA is not taxable.
Post Allowance: Post Allowance is paid to compensate in part for the higher price of many goods and services in overseas areas. It is based on the employee's salary, work schedule, number of dependents, and the employee's duty station location. Changes in exchange rates also raise or lower the post allowance since exchange rates affect the cost of goods and services bought on the economy. Post allowance is not taxable.

The NATO Status of Forces Agreement prohibits employment in the U.S. Civilian Component in a host nation of any person who holds dual citizenship of the U.S. and that host nation.
