The St. Paul District E&C designs water resource projects to benefit the people of Minnesota, western Wisconsin, northeastern North Dakota, portions of South Dakota and Iowa, and the nation. These projects support inland navigation, flood risk management, and environmental restoration. E&C also provides emergency response to disasters.

KEY REQUIREMENTS
DUTIES:
You will serve as the District Dam Safety Program Manager (DSPM), managing and coordinating the program to ensure the safety and operational adequacy of numerous structures in the District. The work involved originating new techniques for many complex features. Projects include bridges, locks, dams, spillways, culverts, levees, floodwalls, and channels (navigation and other). As the responsible technical specialist on this subject matter, provides technical expertise, experienced judgment, and guidance to counterparts within the District, other Governmental agencies, private interests, and Architect-Engineer (A-E) firms. This work routinely requires resolution of problems of significant depth and complexity. Establishes and coordinates annual inspections, five year periodic inspections (PI), and 10 year periodic assessment (PA) schedules. Manages the development of reports to include, but not limited to, periodic inspection, periodic assessment, inspection of other dam features, instrumentation update, and construction documents for Operations and Maintenance (O&M) of projects, and budgeting and managing funds for these activities. Determines the nature of deficiencies and insures that proper corrective action is initiated when necessary. Initiates resolution of dam safety issues surfaced as a result of PI/PA program. Other responsibilities include coordinating the development of Issue Evaluation and Dam Safety Modification Studies with the Risk Management Center (RMC). Coordinates program management activities with other Major Subordinate Commands (MSC), RMC, and Headquarters, U.S. Army Corps of Engineers (HQUSACE), representing the District as a senior technical authority on engineering matters related to these programs.
QUALIFICATIONS REQUIRED:
In order to qualify, you must meet both the education and experience requirements described below. Your resume must clearly describe your relevant experience. Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12). Specialized experience is defined as professional engineering or geological experience related to civil works dams and similar structures and their relationship with multiple engineering disciplines; knowledge of dam safety inspection requirements; experience coordinating a variety of reports related to periodic inspections, periodic assessments, and special inspections and developing emergency action plans as they apply to dam safety; and experience working as a member of a multi-discipline team, coordinating and collaborating with others to ensure project completion/success.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Basic education required: This position has a positive education requirement. Education above the high school level must have been completed in a U.S. college,university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. A copy of your transcripts are REQUIRED at the time of application. Selectees will be required to submit official transcripts before entrance on duty.
The education requirement for the 0810 Civil Engineer are as follows:
To qualify for the Civil Engineer, 0810 series, you must have a degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
--Or--
A combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applications who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registrations.
-Written Test - Evidence of having successfully passed the Engineer-In-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam and Puerto Rico.
- Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
- Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
The education requirement for a 1350 Geologist are as follows:
To qualify for the Geologist, 1350 series, you must have a degree in geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography, ( You must submit a copy of your transcript.).
