JOB SUMMARY:

About the Position: Serves as Civil Engineer in the Engineering & Construction Division, Geotechnical Branch, U.S. Army Corps of Engineers, Rock Island District, Rock Island, IL.
The Rock Island District Headquarters is in the Clock Tower Building on Arsenal Island in Rock Island, Illinois. Rock Island is part of a metropolitan area known as the Quad-Cities. The Quad-Cities rests on the banks of the Mississippi River and has a total population of 400,000. The Quad-Cities is comprised of the cities of Rock Island and Moline/East Moline in Illinois, and Davenport and Bettendorf in Iowa.

KEY REQUIREMENTS
DUTIES:
You will be responsible for soil design problems, subsurface investigations, soil testing, and interpretation for levee and earth dam projects. This involves developing extent of soils data required for project under consideration. Developing necessary working details from design data such as general location, type, and extent of project; review of previously developed surface and subsurface data; personal reconnaissance of project area; and discussions with supervisor and other engineers involved regarding proposed design features which indicate definite areas in which extensive or general foundation data will be required. You will also perform engineering analysis and design relative to soils selection, slope stability and underseepage impacts on earth and masonry structures; and be responsible for performing technical assistance work in support of plans and specifications preparation and field construction operations involving soils, concrete, or other materials.
QUALIFICATIONS REQUIRED:
In order to qualify, you must meet the Specialized Experience AND Basic Requirement (education) described below. Your resume must clearly describe your relevant experience; to show possession of education requirement, your transcripts will be required as part of your application.
Experience required: To qualify, applicants must possess at least one year of Specialized Experience equivalent to the next lower grade/level GS-11 in the federal service. Specialized experience is defined as: 1)Experience in horizontal and vertical construction principles and practices; and, 2) Experience in civil engineering concepts, principles, and practices applicable to the full range of engineering duties involved in developing, justifying and reviewing design criteria and preparing designs and specifications for construction, modification, and maintenance of utilities and infrastructure for recreation, flood protection, ecosystem or navigation systems.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:- Knowledge of Assigned Projects.
- Knowledge of Design.
- Knowledge of Contract Modifications and Design Task Orders.
- Knowledge of Design Program and Corps of Engineers Policies.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
This federal job is a Professional and Scientific Position and has a basic requirement for all grades. Basic Requirement for Civil Engineer (You must submit your transcript):
A. Professional engineering degree in a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum. NOTE: THIS DOES NOT INCLUDE ENGINEERING TECHNOLOGY.
or
B. A bachelor's or higher-level degree in professional engineering. The curriculum included differential and integral calculus and courses (more advanced that first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress/strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

C. Combination of education and experience- college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional Registration - Current registration as a professional engineer by any State, the District of Columbia, Guam or Puerto Rico. 2. Written Test - Evidence of having successfully passed Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam and Puerto Rico. 3. Specified Academic Studies - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements and must be fully acceptable toward meeting the requirements of a professional engineering curriculum described in B above. 4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
