DUTIES:


You will be assigned as a Hydraulic Engineer performing the full range of hydraulic, coastal, navigation, and hydrologic investigative, study, and reporting assignments required as an integral part of the total engineering process. You are responsible for planning, scheduling, and completing work through personal effort requiring extensive coordination with other specialists, representatives of other governmental entities, or engineers under contract for purposes of obtaining data, information, or technical support, or for providing hydraulic and hydrologic technical advice.  Plan and make field reconnaissance trips to obtain first-hand information on conditions influencing type and extent of hydrologic and hydraulic investigation necessary for flood control projects, flood insurance studies for FEMA, coastal, navigation, and flood plain technical service studies. Determine methods and techniques to be applied and deviations from standard methods to meet specific conditions.  Analyze existing and anticipated conditions connected with design or modification of hydraulic features of projects (i.e., channels, spillways, outlet works, and stilling basins). Review data specified by supervisor, office drawings, or records and discusses it with other engineers concerned with utilizing and applying such data in the design of project features. Determine appropriate engineering assumptions and completes analysis to arrive at optimum layout, width, height, and shape to satisfy hydraulic and/or navigation requirements and to meet predetermined flow requirements or other limiting conditions.  Assesse and compile field survey and digital topographic data for use in mathematical modeling. Use industry standard software including CADD and GIS programs and Hydrologic, Hydraulic, Coastal, and Navigation modeling utilities. Perform the following work incident to developing hydrologic studies used in designing coastal flood control project features and local flood control protection works: Analyzes problems involved and determines methods applicable to secure sufficient and reliable conclusions. Project studies and investigations performed or directed include: discharge-frequency analysis for gauged and ungauged streams; runoff characteristics for large and small drainage areas through application of unit hydrograph theory and rainfall-runoff relations; developing synthetic hydrographs for ungaged streams and deriving unit hydrographs from known hydrographs of gauged streams; applying appropriate rainfall quantities to rainfall-runoff relations and unit hydrographs to develop design storm hydrograph and related hydrologic design criteria; estimating the impacts of sedimentation in rivers, reservoirs, and coastal environments, and developing designs pertinent to the control of erosion and sedimentation; studies related to wind, wave, and storm surge effects, navigability and dredging issues, and preparing applicable tabulations, graphs, and narrative reports. Assesse and compile field survey and digital topographic data for use in mathematical modeling. Conduct hydraulic design, channel, bank stabilization and erosion studies for complex levee, coastal, navigation, and channel projects. Conduct sediment transport studies to evaluate and minimize adverse impacts on levee, channel, and navigation projects. From a study of available mapping and stream profiles, establishes tentative layout of proposed channel modification, channel cutoffs, levees, and other proposed changes. By the use of backwater modeling, analyzes effect of each proposed modification. Where necessary, varies the location or extent of the modification to accomplish the required results. In general, the objective of this procedure is to establish size, type, and extent of channel modifications. Where levees are involved, establishes the location and height of the levee to safely contain the design flood. This process requires a thorough knowledge of open channel flow computations and coastal flood modeling, as well as practical knowledge of the construction and cost factors involved in each type of modification.

QUALIFICATIONS REQUIRED:


In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required for GS-11: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: Engineering design experience in at least two out the following: performing studies related to riverine hydraulic/hydrologic engineering concepts; performing studies related to coastal hydraulic/hydrologic engineering concepts; performing hydraulics/hydrologic studies related to related to navigation and dredging; evaluating engineering plans and designs to determine flood damage risks related to riverine or coastal flooding; or performing modeling related to hydrologic, hydraulics, coastal engineering, or design for navigation channels.

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).

Experience required for GS-12: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience: Journeyman-level engineering design experience in at least two out the following: performing studies related to riverine hydraulic/hydrologic engineering concepts; performing studies related to coastal hydraulic/hydrologic engineering concepts; performing hydraulics/hydrologic studies related to related to navigation and dredging; evaluating engineering plans and designs to determine flood damage risks related to riverine or coastal flooding; or performing modeling related to hydrologic, hydraulics, coastal engineering, or design for navigation channels.

      The following education may be substituted for specialized experience:

      For the GS-11:
      1.) Three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (NOTE: Transcripts are required at time of application).

      2.) Combination of education and experience – Less than one year of experience as described in the specialized experience statement for the GS-11 may be combined with more than two years but less than three years of the graduate education described above. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts are required at the time of application).

      EDUCATION REQUIREMENT

      The 0810 Civil Engineer occupation has specific educational requirements which apply to all positions. You must meet one of the options below to be qualified for this position. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.
      A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry)in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Transcripts are required at the time of application.
      OR
      B. Have a Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. OR 2) Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination. OR 3) I have the Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in A. OR 4) I have Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
